As a point of departure I demounce ocupation as the highest form of terorism, because it is organized and managed by the state aparatus of the occupation forces. I condemn all attacks against all civilians carried out by both individuals and organizations. No measure of despair can justify killing of civilians. I condemn terrorism and the killing of innocent civilians regardless or their nationality. However, I am aware that all these acts are the consequence of continued Israeli occupation. To tolerate the existence of Israeli occupation means to tolerate its consequences, terrorism being one of them. That is why the world cannot and should not tolerate this occupation any more and must do everything to end it.
I believe the international community has the means to end Israeli occupation. However, denouncing terrorism will not prevent terrorism. To be able to put an end to terrorism, we have to realize that it is a a symptom, not the illness itself. At the same token I condemn the attacks against Palestinian civilians carried out by the Israeli occupation forces, supported and directed by the Israeli state with a hitherto, silent support of international community. I am emphasizing hitherto, since I believe that time will come when this community will realize it is not possible to identify security questions of Israel with the security of occupation, when the former depends on ending the latter, in other words, the security of the Israel is possible only if an end is put to the occupation that enslaves and humiliates the Palestinian people.
Israel’s claims that it seeks to guarantee its security and existence. On the other hand, the goal of the Palestinians is an independent and viable Palestinian state in the territories occupied in 1967, and a just solution for the problem of the Palestinian refugees unable to return to their homes (as guaranteed by UN resolution No. 194).
The Palestinian people are the only people on earth that lives under foreign military occupation. It is not possible to want to fight against terrorism and not at the same time to tolerate this aggression, discrimination, and humiliation, which create a breeding soli for individual terrorism by the occupied and deepens the aggression from the Israeli occupants.
The peace that Palestinians desire - together with the non-manipulated part of Israeli public - is a peace based on ending Israeli occupation, the sharing of Jerusalem as an open city and capitol of both states, Palestine and Israel. The solution of the conflict is to be found in UN security council resolutions. Thus I propose to adopt the following initiative which I am putting forward:
The UN Security council should adopt a resolution creating a Protection Peace Force for The Palestinian People “PFOR”
The Israeli army should withdraw immediately from occupied territories including East Jerusalem according to UN Security council resolutions 242 and 338 and the arrival of the International Peace Force - PFOR.
Elections of Palestinian Parliament and President held under the supervision of international observers. Immediately after the announcement of the election results. The goverment then declares the creation of the state of Palestine and submits a request for UN membership, which is accepted.
Under the auspices of UN Security council Israel and Palestine will conclude a decleration of mutual recognition, unified Jerusalem will be the capital of both Israel and Palestine. This declaration will initiate negotiations between the two states aiming at concluding the following:
Ø The unified status of Jerusalem, while Palestinian and Israeli governments will agree on its borders and creation of:
· board for religious matters, representing Jews, Christians, Muslims who will direct religious matters of the city on the basis of unanimity of all matters. In other words, with a right of veto for each member. This requires mutual collaboration, respect and willingness to compromise.
· Supreme board for Jerusalem which will supervise the work of all other authorities with participations of international observers for a period of 20 years, without the right to vote and right of veto.
· Police presidium
· Magistrate of the Capital Jerusalem
· Authority for preservation of cultural monuments
· In all bodies representatives of both the Palestinian and Israeli states will be equal footing with both sides having the right of veto.
· These bodies will operate for four years. Zhe chairmanship of the bodies will be rotation two year period for the police body and one year period for religious board. In the same spirit all other bodies of the city of Jerusalem will be created.
Furthermore, the following will be addresed at the beginning:
v The return of the Palestinian refugees: A just solution of their problem should be found in accordance with UN resolution 194 respecting at the same time the demografic concerns of Israel.
v Borders of both states. It is necessary to negotiate a mutually accepted and respected border, resolution on dividing Palestine in to two states includes maps with individual states borders delineation, while, at the same time. The Palestinian state should not have the character of two separete countries - reservations - in West Bank and The Gaza Strip.
v Israeli settlements built on occupied territories: there is no need to dismantle or destroy them. Settlers should be offered the option of either becoming Palestinian citizens or moving back to Israel. As Palestinian citizens they will have to, however, respect Palestinian laws. Israel will have to give up intervening into internal Palestinian affairs under the pretext of protecting the interests of the so called Jewish minority.
Palestinian state has never been declared as a religious state, as a state or Muslims of Christians. The goal of Palestinians has always been to reate an independent state based on civic principles, with equality for all itizens disregarding their religion, sex, or skin.
v Security questions: both nations - Palestinians and Israelis - long for life in peace. That is why it is necessary to establish
§ joint Palestinian and Israeli units which will supervise security of the mutually recognized borders, which would be much better than to build walls of concrete.
§ The Palestinian army, which will, for the period of the first 15 years after the declaration of the Palestinian state be under the supervision of UN Security council.

Proposal for Settling the Middle East Conflict.
As a point of departure I demounce ocupation as the highest form of terorism, because it is organized and managed by the state aparatus of the occupation forces. I condemn all attacks against all civilians carried out by both individuals and organizations. No measure of despair can justify killing of civilians. I condemn terrorism and the killing of innocent civilians regardless or their nationality. However, I am aware that all these acts are the consequence of continued Israeli occupation. To tolerate the existence of Israeli occupation means to tolerate its consequences, terrorism being one of them. That is why the world cannot and should not tolerate this occupation any more and must do everything to end it.
I believe the international community has the means to end Israeli occupation. However, denouncing terrorism will not prevent terrorism. To be able to put an end to terrorism, we have to realize that it is a a symptom, not the illness itself. At the same token I condemn the attacks against Palestinian civilians carried out by the Israeli occupation forces, supported and directed by the Israeli state with a hitherto, silent support of international community. I am emphasizing hitherto, since I believe that time will come when this community will realize it is not possible to identify security questions of Israel with the security of occupation, when the former depends on ending the latter, in other words, the security of the Israel is possible only if an end is put to the occupation that enslaves and humiliates the Palestinian people.
Israel’s claims that it seeks to guarantee its security and existence. On the other hand, the goal of the Palestinians is an independent and viable Palestinian state in the territories occupied in 1967, and a just solution for the problem of the Palestinian refugees unable to return to their homes (as guaranteed by UN resolution No. 194).
The Palestinian people are the only people on earth that lives under foreign military occupation. It is not possible to want to fight against terrorism and not at the same time to tolerate this aggression, discrimination, and humiliation, which create a breeding soli for individual terrorism by the occupied and deepens the aggression from the Israeli occupants.
The peace that Palestinians desire - together with the non-manipulated part of Israeli public - is a peace based on ending Israeli occupation, the sharing of Jerusalem as an open city and capitol of both states, Palestine and Israel. The solution of the conflict is to be found in UN security council resolutions. Thus I propose to adopt the following initiative which I am putting forward:
The UN Security council should adopt a resolution creating a Protection Peace Force for The Palestinian People “PFOR”
The Israeli army should withdraw immediately from occupied territories including East Jerusalem according to UN Security council resolutions 242 and 338 and the arrival of the International Peace Force - PFOR.
Elections of Palestinian Parliament and President held under the supervision of international observers. Immediately after the announcement of the election results. The goverment then declares the creation of the state of Palestine and submits a request for UN membership, which is accepted.
Under the auspices of UN Security council Israel and Palestine will conclude a decleration of mutual recognition, unified Jerusalem will be the capital of both Israel and Palestine. This declaration will initiate negotiations between the two states aiming at concluding the following:
Ø The unified status of Jerusalem, while Palestinian and Israeli governments will agree on its borders and creation of:
· board for religious matters, representing Jews, Christians, Muslims who will direct religious matters of the city on the basis of unanimity of all matters. In other words, with a right of veto for each member. This requires mutual collaboration, respect and willingness to compromise.
· Supreme board for Jerusalem which will supervise the work of all other authorities with participations of international observers for a period of 20 years, without the right to vote and right of veto.
· Police presidium
· Magistrate of the Capital Jerusalem
· Authority for preservation of cultural monuments
· In all bodies representatives of both the Palestinian and Israeli states will be equal footing with both sides having the right of veto.
· These bodies will operate for four years. Zhe chairmanship of the bodies will be rotation two year period for the police body and one year period for religious board. In the same spirit all other bodies of the city of Jerusalem will be created.
Furthermore, the following will be addresed at the beginning:
v The return of the Palestinian refugees: A just solution of their problem should be found in accordance with UN resolution 194 respecting at the same time the demografic concerns of Israel.
v Borders of both states. It is necessary to negotiate a mutually accepted and respected border, resolution on dividing Palestine in to two states includes maps with individual states borders delineation, while, at the same time. The Palestinian state should not have the character of two separete countries - reservations - in West Bank and The Gaza Strip.
v Israeli settlements built on occupied territories: there is no need to dismantle or destroy them. Settlers should be offered the option of either becoming Palestinian citizens or moving back to Israel. As Palestinian citizens they will have to, however, respect Palestinian laws. Israel will have to give up intervening into internal Palestinian affairs under the pretext of protecting the interests of the so called Jewish minority.
Palestinian state has never been declared as a religious state, as a state or Muslims of Christians. The goal of Palestinians has always been to reate an independent state based on civic principles, with equality for all itizens disregarding their religion, sex, or skin.
v Security questions: both nations - Palestinians and Israelis - long for life in peace. That is why it is necessary to establish
§ joint Palestinian and Israeli units which will supervise security of the mutually recognized borders, which would be much better than to build walls of concrete.
§ The Palestinian army, which will, for the period of the first 15 years after the declaration of the Palestinian state be under the supervision of UN Security council.
